Recently, the results roadshow of the Second National Smart Ocean Big Data Application Innovation Competition (hereinafter referred to as the “Contest”) (2023) was successfully held in Tianjin. Zhangzidao Group Co., Ltd., the Second Institute of Oceanography of the Ministry of Natural Resources (referred to as the Second Institute of Oceanography), and Zhihai (Zhejiang Free Trade Zone) Marine Big Data Application Co., Ltd. jointly formed a team called "Shrimp under the Support of Marine Big Data" "Scallop Industry Service and Risk Management Platform" was entered into the competition. The team lasted two months and went through multiple rounds of competitions such as promotion competitions and performance roadshows, and finally won the first prize in the competition.
The National Smart Marine Big Data Application Innovation Competition has a wide range of participants, is highly interactive and open. It has gradually become an open communication and win-win platform for concept innovation, technology research and development, and talent gathering in the field of marine big data. The first competition will be held in Shaoxing, Zhejiang in 2022, and has received widespread attention from all walks of life. This (second) competition is hosted by the National Ocean Information Center, the Tianjin Hedong District People's Government, and the Tianjin Municipal Planning and Natural Resources Bureau. The theme is "Innovative Marine Data Applications to Lead the Future of Marine Industry" and aims to continuously improve the marine industry. It aims to develop in-depth innovation and integration of data industry, academia and research, integrate innovation chain and industrial chain, and build a marine digital industry ecosystem. Since the launch of the competition in September, it has attracted 86 teams from maritime-related universities, scientific research institutes, business institutions and technology enterprises across the country to actively sign up, and has collected 42 works, covering new thinking, new technologies, and new models in the field of smart ocean big data. Therefore it can produce new results and new products. After the promotion competition, 10 participating teams were selected for the final road show. The competition road show evaluation expert group was composed of Academician Pan Delu of the Second Institute of Oceanography, Academician Jiang Xingwei of the National Satellite Marine Application Center, and 8 senior experts from the fields of ocean, information, investment and financing. Questions, comments and careful guidance were provided on the innovative concepts, technical routes, market potential and economic and social benefits of the road show works. The road show scene was tense and exciting, and the contestants' defense was full of passion. The entire process was broadcast live online, with more than 4,000 people watching.
The first-prize work "Ezo Scallop Industry Service and Risk Management Platform Supported by Marine Big Data" was awarded by Zhangzidao Group Co., Ltd. and the National Key Laboratory of Satellite Marine Environmental Dynamics of the Second Institute of Oceanography (SOED National Key Laboratory of Oceanography) The ocean color remote sensing team and Zhihai (Zhejiang Free Trade Zone) Marine Big Data Application Co., Ltd. jointly established a cross-innovation and frontier exploration team of "Industrial Subjects - Scientific Research Institutes - Insurance and Finance". Innovatively developed a chain-type big data application model of "marine ranch environmental monitoring + remote sensing and model big data early warning + risk loss insurance hedging" to achieve effective management of ecological risks in high-return industries. This model promotes the investment and operation of new marine ranches. The integrated model provides core technical support for industrial development and large-scale project implementation.
In the future, the SOED National Security Office will further enhance the innovative integration and application capabilities of multi-source data such as ocean remote sensing, buoy arrays, and model simulations, increase independent innovation and research and development of new and practical ocean information products, and open AI big data technology to support ocean scene applications. The new model opens up new channels for the implementation of marine information products, integrates new concepts of marine economy and digital technology, promotes the high-quality development of the marine economy, and contributes to scientific decision-making, refined governance, and efficient public services in marine-related industries.
